add _allowThrow to osgGA::TrackballManipulator

I added an _allowThrow bool and get / set accessors to
TrackballManipulator. The purpose of this is to disable throwing when
you release the mouse button while moving the mouse. The default
settings is true (ie, allow throw). The two source files are attached.

The changes are quite minimal and they have been tested.

As this is my first submission, I would appreciate being told if I've
done this right. If you don't want to accept this, that's fine too :)

I do not wish to retain any type of copyright on this submission.

Thanks for the submission, it all looked correct, everything I need to apply submitted in a perfectly acceptable way Smile

Changes now merged and submitted to svn/trunk.
